Best 3PLs for Wine and Beverages

By EFC Editorial · Updated · How we research

Quick answer

For wine and other alcohol, none of the 27 providers in our database publishes alcohol licensing or wine fulfillment, so we can't recommend one. You need a fulfillment house licensed for alcohol in the states you ship to. For non-alcoholic beverages, our Editor's pick is Tondo Fulfillment for canned drinks, mixes and multi-packs: in our experience comparing 3PL quotes, its shipping rates were the lowest we were offered. Stord fits larger brands needing refrigerated space and certifications, Shipfusion fits food and beverage brands wanting lot tracking and FEFO, and Kase lists beverage and FDA-registered warehousing.

Key takeaways

  • No provider in our database publishes an alcohol license or wine fulfillment service; confirm licensing in writing before sending any alcohol to a 3PL.
  • USPS treats intoxicating liquors as nonmailable, with narrow exceptions such as cooking wine.
  • FedEx ships alcohol only for licensed shippers with a FedEx Alcohol Shipping Agreement, requires an adult signature, and allows only wine on licensee-to-consumer shipments.
  • Nine states require a license or prior approval to use a warehouse for DTC wine shipping, and Oklahoma bars it, per Free the Grapes.
  • For non-alcoholic drinks, ask about lot tracking, FEFO or FIFO rotation, case-pack handling and dent or breakage protection.

Best for non-alcoholic canned drinks, mixes and multi-packs: Tondo Fulfillment

In our experience comparing 3PL quotes, Tondo's shipping rates were the lowest we were offered. Its homepage claims brands can "save up to 40%, guaranteed" and describes multi-carrier rate shopping, and its Fulfill.com profile says its discounted rates let brands make a margin on shipping. Its beverage page covers canned, functional and ready-to-drink beverages, drink mixes, coffee and tea, with 4- to 24-pack workflows, lot tracking, FIFO rotation and case, carton and pallet orders for retail partners, shipped from Delaware and Utah with a 2pm same-day cutoff on month-to-month terms with 30 days' notice. Fulfill.com named Tondo a United States Best 3PL for 2026, and the CEOs of BRĒZ and Duradry endorse it on Tondo's site. The trade-offs: only two US warehouses, quote-only pricing, and no alcohol, glass or refrigerated handling stated on that page.

Best for lot tracking and FEFO on consumables: Shipfusion

It runs sites in the US and the Toronto area and targets brands shipping 2,000+ orders a month. Not a fit for refrigerated or frozen drinks, or smaller brands; pricing is quote-only.

Best for beverage brands that also sell wholesale: Kase (formerly Kase Fulfillment)

Kase lists food and beverage among its industries, runs FDA-registered warehouses, and offers omnichannel fulfillment with parcel and pallet shipping for retail partners, plus kitting and custom packaging. It claims a nationwide network of 13M+ sq ft. It publishes few specifics on beverage handling and no pricing, so ask detailed questions before signing.

What is the best 3PL for wine?

We can't name one from verified data. None of the providers in our database, including the four non-alcoholic beverage picks above, publishes an alcohol license or a wine fulfillment program. Alcohol needs a warehouse licensed for it, carriers that will accept it, and compliance with the law of each destination state. A general ecommerce 3PL that doesn't publish that capability shouldn't be assumed to have it.

If you sell wine, beer or spirits, look for a fulfillment house that states its alcohol licensing and the states it ships to, and get both in writing.

What rules apply to shipping wine and alcohol to consumers?

  • USPS: intoxicating liquors are nonmailable under Publication 52, apart from narrow exceptions such as cooking wine or mouthwash that aren't taxable alcoholic beverages.
  • FedEx: only FedEx-approved, licensed alcohol shippers under a FedEx Alcohol Shipping Agreement may ship alcohol; an adult (21+) signature is required; wine may go licensee-to-consumer to approved states, while beer and spirits must go licensee-to-licensee.
  • UPS: requires a signed contract agreement and an adult signature at delivery, according to Red Stag Fulfillment's alcohol shipping guide (UPS's own page didn't load when we checked).
  • Federal and state law: TTB's wine FAQ says wineries are responsible for complying with the laws of the states and localities they ship into.
  • Fulfillment warehouses: per Free the Grapes, nine states (Alabama, Kansas, Maine, Mississippi, Nevada, North Dakota, Tennessee, Virginia and Wisconsin) require a license or prior approval to use a warehouse for DTC wine shipping, seven require notice, and Oklahoma doesn't allow it.

Rules change, so confirm current requirements with each state and your counsel.

What should a beverage brand ask a 3PL?

  • Does it track lots and expiration dates, and rotate stock FEFO or FIFO?
  • How does it pack cans and bottles to prevent dents, leaks and breakage, and who pays for damaged units?
  • Can it pick by case and pallet for retail and distributor orders?
  • Does it handle heat-sensitive products in summer?
  • For glass bottles, what packaging does it use and has it shipped glass before? Our fragile items guide covers this.
  • For anything containing alcohol, which licenses does it hold, and in which states?

Can a 3PL ship non-alcoholic wine or beer?

Possibly, but check the provider's restricted-items policy and your product's alcohol content. A 3PL's policy may cover products with trace alcohol, and none of the beverage picks here publishes a specific policy on dealcoholized wine or beer. Ask before you ship inventory in.
